OMG...I would say if you ever feel threatened by anyone report it to the police......In this day and age you can never be sure what someone will do there are so many deranged people out there. It's better to be safe than sorry....Hopefully this will pass and you may just be paranoid but use your instincts and judgement....I hope you will be very careful though this is a different world we live in today ~

I agree on contacting the police. I got robbed after a surf session a few weeks ago, so I have zero tolerance for the antics of strangers. Call the cops.

good time to get robbed, if there ever is any... probably didnt have a lot of stuff with you if you were out in the water.

Don't ever be afraid of going to the police. Don't be embarassed, feel dumb or anything. If you EVER feel violated, threatened or at risk in any shape or form then go to them. That is what they are there for, that is what they are paid to do.

If you are hungry, you go to a food shop.

If you are at risk, you go to the police.

Sooner you nip it in the bud, the sooner it will be resolved.

OMFG !!! You guys are totally awesome, thanks for commenting to this one specifically, it shows that how many of you guys actually care about me even when I hardly get on this site these days... I LOVE you guys!!
So to answer some questions, this is NOT a buzznet problem, not that I know of, but a real life situation. It actually started like about a year ago, THEY would come and go, right outside of where I live, they would come for 20 minutes, sometimes 1 car with 4 people, but I have seen them out there in 4 cars, and 2 of them being minivans, so do the math, there are no women among them, all guys, creepy looking ones, well, I could hardly get a good look at them, why would I want to get a good look at them anyway?!! As far as what they have done, well, absolutely nothing! They haven't done anything that's clearly against the law, but stalking! There were a couple of times they would show up at 3 am and would hang out there for some strange odd ball reasons, and would take off after about 15 to 20 minutes, its been so effin disturbing that I don't know how to describe it. You know, they don't make noise, no music, but chatting amongst themselves, as if there is something big they are up to..., I am not sure if they are planning some kind of suspicious activities or not, but the showing up at a place where they don't know anyone, park their cars, come out and chat among themselves while smoke, carry no smiles in the conversations, and take off after 20 minutes, can anyone tell me what the logic is behind all these !?

And yes, I did go to a nearby police precinct today, I told them about these "phantoms", the lady at the Police-Report Filing asked if they have done anything threatening, or have said anything threatening, or if they have done something that's against the law, I could only say no but told her I am being disturbed, and I am sure the neighbors are as well, and that I am in fear, and would like to know what kind of actions I can take to stop it... She then told me I would have to wait for about an hour or even longer, because it was the end of the day, they had to deal with a lot of obvious issues such as traffic accidents, etc... and told me that I could call and ask them to dispatch an officer to where I live and file a report there, and that I may have the options of requesting the increase of patrolling the area... But you know, doesn't sound like its going to help much... I don't know, perhaps I should have spoken to a male officer could I have ended up with something more promising... ;-P My bf said I am just being paranoid, and should just relax and not to let it bother me much, he thinks I am thinking too much, and said they are just there to chill, cuz all these times they haven't done anything wrong, except for being annoying and disturbing...!
So I have started to create a log of some sort just so I have a record of what happen at what day at when with how many people in how much time before it ends, and this and that...
What if the police doesn't do enough and that it actually makes things worst????

be safe, be strong, and if possible without being seen, take pics of vehicles and license plates as you document these events. Maybe they're feds, evesdropping on someone in or near your building

Well, I was just going to mention keeping a log of all of the actions and mentioning it to the police. At least the police are now aware of your concern. Still request more police presence...if these individuals are casing the place for whatever god forbid reasons, just a few moments of increased police presence may not make it worth their while for the trouble and hassle if they had malicious intentions to begin with. Stay strong...stay safe!

If they've been casing the area for a year, they've been taking a long time to do anything; so I don't think they are planning anything in your building or neighbourhood (is there a big bank nearby?). It does sound more like they find your area a relatively safe place for their meetings. Still, I think alerting the police to this was a good thing for you to do, especially considering how frightened these mugs have been making you.
I have seen suspicious-looking meetings of this sort, in Ottawa's Little Italy, where a group of gentlemen who were talking in a corner store shut up when I and a friend walked in. We lived in the area and knew of the mobs in the area, so we weren't too surprised, and just accepted it as life in that part of town. We knew if we didn't bother them, they wouldn't bother us, so I hope that helps you a bit.

I and some others have thought the same about them being gangsters, its just that every time they saw me walking by, coming out or going in, they would stop whatever the heck they were doing and would look at me if I was interrupting them or something, I mean, I may be wrong but I really don't think those have been admiration stares, its just totally annoying and it's been making me feel uncomfortable and unsafe... My bf said the same thing about them just being out here to chill, another friend of mine told me that it may be better to leave them alone since they have not done anything that's clearly threatening. So its a mixed of opinions and a dilemma. The funny thing is they are just like insects, the annoying ones, cuz they totally disappeared during winter, and only came back out when it started to get warmer!

Next time I am just going to do the same thing, do a log entry, writing down the time and the amount of people, how long they stay and what they do in the period of time. If they start to say something or do something to me that's threatening, the police will be summoned for sure!
